Don’t forget Bout was arrested a few weeks after a Comlumbian-CIA raid in Peru where after killing the rebels a laptop full of info was found.
I lived in Thailand when Bout was arrested. The arrest itself was illegal but then as his visa was cancelled, he was detained on the charge of not having a visa (a classic) while waiting for the extradition papers to arrive.
